State Police Arrest Four in Monticello Drug Enforcement Detail

New York State Police arrested four people and issued multiple traffic citations during a proactive enforcement detail conducted Dec. 11 in the village of Monticello, authorities said.

Members of State Police Troop F’s Community Stabilization Unit, assisted by Troop F’s Unmanned Aircraft Systems, carried out the operation, during which troopers issued seven uniform traffic tickets and made four arrests, police said.

Edwin R. Jones, 31, of Monticello, was arrested after troopers said he was found in possession of about 71 grams of crack cocaine, 63 grams of cocaine, approximately 5 grams of oxycodone pills and packaging materials.

Jones was charged with criminal possession of a controlled substance in the second and third degrees, both class B felonies; criminal possession of a controlled substance in the fifth degree, a class D felony; criminal possession of a controlled substance in the seventh degree, criminal use of drug paraphernalia in the second degree, obstructing governmental administration in the second degree and resisting arrest, all class A misdemeanors, as well as multiple traffic violations.

He was arraigned in Village of Monticello Court and remanded to the Sullivan County Jail without bail, police said.

James F. Clemons, 44, of Monticello, was arrested after troopers said he was found with about 13 grams of crack cocaine, 121 bags of prepackaged heroin/fentanyl and a psilocybin mushroom chocolate bar.

Clemons was charged with two counts of criminal possession of a controlled substance in the third degree, class B felonies; two counts of criminal possession of a controlled substance in the fourth degree, class C felonies; criminal possession of a controlled substance in the seventh degree, a class A misdemeanor; and multiple traffic violations. He was arraigned in Village of Monticello Court and remanded to the Sullivan County Jail without bail, police said.

James A. Bowers, 45, of Roscoe, was arrested after troopers said he was found with about 2 grams of crack cocaine packaged in multiple corner ties, multiple Suboxone films and a smoking implement.

Bowers was charged with criminal possession of a controlled substance in the fifth degree, a class D felony; two counts of criminal possession of a controlled substance in the seventh degree, class A misdemeanors; operating a motor vehicle while under the influence of alcohol or drugs in the fourth degree, an unclassified misdemeanor; and multiple traffic violations. He was arraigned Dec. 12 in Town of Rockland Court and released pending a future court date.

Ivan Rivera, 34, of Harris, was arrested on an outstanding warrant charging aggravated unlicensed operation in the first degree, a class A misdemeanor, police said. Rivera was arraigned at the Orange County Centralized Arraignment Part and released pending a court date.
