The 2025-2026 Home Energy Assistance Program (HEAP) season is now delayed until Nov. 17, two weeks later than planned, due to the ongoing federal government shutdown.
“This change is a result of the ongoing Federal government shutdown, as HEAP funds are provided to the State and ultimately counties via the Federal budget,” said Sullivan County Health & Human Services Commissioner John Liddle. “We were already made aware that the Heating Equipment Repair & Replacement and the Heating Equipment Clean & Tune components would not be available this winter season, but that was due to funding reductions. Now that no money is flowing from the Federal government for HEAP at all, the State has delayed the start of the season.”
Sullivan County Manager Joshua Potosek warned of the stakes: “We hope this delay is only temporary, as the cold weather has just begun. If the shutdown continues much longer, we will be unable to provide assistance to those who need it most — and not just with HEAP.”

Heat emergencies: Apply for emergency Public Assistance online at mybenefits.ny.gov or in person at Sullivan County DSS, 15 Community Lane, Liberty. No phone applications.
HEAP Benefits & Eligibility

One-time heating fuel benefit: $400–$996, depending on the type of heating system.

Emergency HEAP: Expected in January for additional fuel assistance.

Eligibility: Based on household size, income, and whether a member is under 6, over 60, or permanently disabled.
