HEAP Season Opens Dec. 1 After Federal Shutdown Delay

LIBERTY, N.Y. — The 2025-26 Home Energy Assistance Program (HEAP) season will open Dec. 1, following a delay caused by the recent federal government shutdown, according to the New York State Office of Temporary and Disability Assistance.

“The original date of November 3 was delayed due to the Federal government shutdown. Now that the shutdown has ended, we’re glad to be able to offer this lifeline to eligible Sullivan County residents,” Sullivan County Health and Human Services Commissioner John Liddle said.

How to Apply

Sullivan County’s HEAP office has remained open to answer questions and assist applicants. Residents with early outreach letters will automatically receive their benefit. New applicants can apply online at mybenefits.ny.gov or in person at the county Department of Social Services; officials encourage residents to call ahead.

Eligibility

HEAP eligibility is based on income, household size, heating source and whether a household member is under 6, over 60 or permanently disabled.

This season’s regular HEAP benefit provides a one-time fuel payment between $400 and $996, depending on the heating system used. An Emergency HEAP benefit, offering a second fuel payment, is expected to open in January.

Monthly Income Maximums

  • 1 person: $3,473
  • 2 people: $4,542
  • 3 people: $5,611
  • 4 people: $6,680
  • 5 people: $7,749
  • 6 people: $8,818
