LIBERTY, N.Y. — Sullivan BOCES is undertaking a comprehensive organizational study to assess its structure, administrative operations, service capacity, and physical facilities, officials announced this week. The review, required by the New York State Commissioner of Education, is intended to identify the organization’s strengths and guide strategic planning for the future.
The study follows the December retirement of District Superintendent Dr. Robert M. Dufour. Under New York State Department of Education (NYSED) protocol, the superintendent vacancy prompted an initial survey of stakeholders. Based on the survey’s findings, the state determined a more detailed evaluation is necessary before a permanent superintendent search can begin.
To lead the study, Sullivan BOCES has issued a request for proposals seeking an independent consultant. The consultant’s final report will be submitted to the State Education Department by June 30, 2026. While mandated, such organizational reviews are not uncommon for Sullivan BOCES and have historically been conducted during leadership transitions to ensure the district remains well-positioned to serve regional educational needs.
During the transition, Commissioner Rosa has appointed Mr. Michael Rullo, District Superintendent of DCMO BOCES, as Interim District Superintendent. Rullo’s extensive experience in rural education leadership is expected to provide stability throughout the evaluation process.
Stakeholder input will play a central role in the study. Details regarding public meetings and opportunities for community feedback will be announced once a consulting firm is selected.
