The federal government plans to lease a 42,377-square-foot warehouse in Newburgh, New York, according to federal records. The General Services Administration (GSA) awarded the 15-year lease on June 24 to a Texas-based contractor Leverage Enterprises, Inc for a contract value of $35.57 million.
While it’s unclear which agency GSA – the government agency tasked with managing and purchasing real estate for various federal agencies – has executed the lease for, previous federal records suggest it could be for U.S. Immigration and Customs Enforcement (ICE).
GSA posted a solicitation package in May 2026 seeking leasing space in Newburgh, according to federal records. The desired requirements included space for a dedicated sally port/garage for secure access by government vehicles, including “detainee buses and vans,” 24/7 government access, and an emergency power generator.
The lease award was first reported by Project Salt Box, a public records watchdog organization tracking federal immigration activities.
The single-story warehouse is located at 800 Corporate Boulevard in Newburgh about a mile from New York Stewart International Airport, one of the state’s listed airports with available U.S. Customs and Border Protections (CBP) services.
GSA previously posted a pre-solicitation package in April 2024 with its intent to lease “office and related space” in Newburgh. The package’s attachments include a Google Maps screenshot of the area surrounding New York Stewart International Airport with the title “ICE Newburgh/Stuart Airport Delineated Area” along with major highway access points, including NY Route 17K and Interstate 87.
GSA also posted a solicitation Request for Lease package in June 2025 and later updated the contract opportunity in October 2025 with a document titled “2NY0894 ICE Newburgh – RLP Amendment No 1 10232025 (1) (1) (1).pdf.”
Reporting from WIRED reveal that ICE has quietly expanded its footprint through lease and office expansions across the country, including a leased office in New Windsor in Orange County.
Town of Newburgh Supervisor Gil Piaquadio said that the first he heard about the lease was on Tuesday.
“The Town is researching what legal remedies we may have to stop the facility,” said Piaquadio in an email to Radio Catskill.
A spokesperson for Orange County Government emailed Radio Catskill the following statement:
“Leases such as the reported one between ICE and a private property owner are typically not filed with the County. The County has not been advised by DHS or ICE that they are pursing this reported ICE facility in Newburgh, or anywhere else in the County. However, the County Attorney, working with the County’s Real Property Division, is looking into the matter and, if true, will marshal the County’s opposition to using any warehouse in the County as a detention facility, in the same manner that it did in opposition to the previously proposed ICE facility at a warehouse in Chester, NY.”
Congressman Pat Ryan said in a press statement that he is “urgently seeking answers on if the site will be used for ICE detention.”
Radio Catskill reached out to ICE but did not hear back ahead of publication.
Residents across New York state fiercely pushed back against a proposed ICE detention facility in Chester earlier this year, drawing thousands to town and county board meetings to protest the plan. Orange County Jail in Goshen continues to serve as the region’s only immigration detention facility since 2008.
“When they tried to build a facility in Chester, we rallied with one voice to stop it. Together, the Hudson Valley is standing on the side of justice, accountability, and humanity – and whether in Newburgh, Chester, or anywhere else, we won’t stand idly by while ICE moves into our community, terrorizes our neighbors, and makes us all less safe,” said Ryan, who represents New York’s 18th Congressional District.
Newburgh tax records list the owner of 800 Corporate Boulevard as National Realty & Development Corp. Radio Catskill reached out to them but did not hear back ahead of publication.
